The Winter Shelter Program is held annually to protect people experiencing homelessness during Los Angeles's colder months. Winter Shelters are located all across the County, and will be operating 24 hours a day this year due to COVID‑19.

What is the Weather-Activated Shelter Program
The Weather-Activated Shelter Program is a short-term weather-activated emergency response to provide individuals experiencing homelessness a safe and supportive short-term shelter during severely inclement weather. This program operates to protect individuals from rain and cold weather to avoid conditions such as hypothermia, pneumonia, and other conditions caused by cold temperatures.
The Office of Emergency Management monitors forecasted weather conditions and coordinates with various stakeholders that assess and determine if activation of the Augmented Winter Shelter Program is necessary to assist unsheltered individuals experiencing homelessness to come indoors, such as when the Los Angeles County Department of Public Health issues a Cold Weather Alert or the National Weather Service forecasts weather with the following conditions:

The National Weather Service (NWS) forecast calls for three (3) days of low daytime temperatures accompanied by night wind chill temperatures of 32 degrees or less

The forecast calls for 1 inch of rain in 24 hours

The forecast calls for three (3) consecutive days of 1/4-inch rainfall or more accompanied by tempatures at or below 50 degrees

The National Weather Service (NWS) issues a flood watch or warning

Conditions not previously identified by the plan but for which it would be prudent to do so based upon critical need
