The Winter Shelter Program is held annually to protect people experiencing homelessness during Los Angeles's colder months. Winter Shelters are located all across the County, and will be operating 24 hours a day this year due to COVID‑19.

From any phone, dial 2-1-1 to be referred to a shelter location closest to you, by following these steps

  1. Press 4 for English
  2. When prompted, press 3 for Emergency Food or Shelter
  3. When prompted, press 2 for Emergency Shelter
  4. When prompted, press 1 for singles/couples without children seeking Winter Shelter
Or call 1-800-548-6047 for faster service. 211-LA-County will ensure there is a bed available prior to the referral. There are a limited number of beds at each site.

Weather-Activated Shelters

During cold and rainy weather, additional sites called Weather-Activated Shelters may be activated.

The Weather-Activated Winter Shelter (Emergency Shelter) Program is a short-term weather-activated emergency response to provide individuals experiencing homelessness a safe and supportive short-term shelter during severely inclement weather. This program operates to protect individuals from rain and cold weather to avoid conditions such as hypothermia, pnuemonia, and other conditions caused by cold temperatures.

The Office of Emergency Management (OEM) will issue a cold weather alert when the following conditions are met

  • The National Weather Service (NWS) forecast calls for three (3) days of low daytime temperatures accompanied by night wind chill temperatures of 32 degrees or less
  • The forecast calls for 1 inch of rain in 24 hours
  • The forecast calls for three (3) consecutive days of 1-4 inches of rain or more accompanied by tempatures at or below 50 degrees
  • The National Weather Service (NWS) issues a flood watch or warning
  • Conditions not previously identified by the plan but for which it would be prudent to do so based upon critical need

Individuals can call 2-1-1 to request transportation services to the closest motel location when activated.
