The U.S. Department of Housing and Urban Development (HUD) requires that each Continuum of Care (CoC) establish a board representative of relevant organizations within the CoC’s geographic area to act on its behalf in carrying out the responsibilities established under federal regulations. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.

The LA CoC Board is comprised of 21 members: eight (8) service planning area (SPA) representatives (one representative seat per SPA), eight (8) system partner representatives, and five (5) at-large representatives. There are five (5) SPA representative seat vacancies for this election – one vacancy in each of the following SPAs:

*Note: SPA 7 Representative election is a special election to fill the remainder of the term for the SPA 7 seat elected in 2022 and vacated in 2023. This term will end in late Fall/Winter of 2025.

The new SPA representative members may represent one or more constituent groups, including but not limited to the following:

  • Providers of housing and services for persons experiencing a housing crisis (services may include case management, housing location assistance, supports in increasing income, applying for public benefits, etc.)
  • Individuals, youth, and families with lived experience
  • Non‐profit organizations representing veterans and individuals with disabilities
  • Victim service providers, providing specialized services and advocacy to persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, and human trafficking

Submission of the following documents indicates completion of your candidate packet for the LA CoC Board SPA Representative position.

  • Candidate Endorser Form # 1
  • Candidate Endorser Form # 2
  • Candidate Endorser Form # 3
  • Copy of Resume

Nomination Submission:

Interested individuals should submit the Nomination Form, Candidates Statement, and relevant attachments to LAHSA via email no later than 12 p.m. on the designated dates per SPA above. Applications received after this date will not be considered.

Nomination Review:

LAHSA will review candidate applications and verify all nominations and endorsements. Confirmed nominees will be posted on the LAHSA website (see above Timeline for Nominations, Website Posting, and Approval Dates).

SPA Vote and Results:

Each SPA will review and vote on candidates for the vacant SPA representative seats as outlined above. LAHSA will notify the CoC membership of the results via listserv email and through LAHSA's website.
