The U.S. Department of Housing and Urban Development (HUD) requires that each Continuum of Care (CoC) establish a board representative of relevant organizations within the CoC’s geographic area to act on its behalf in carrying out the responsibilities established under federal regulations. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.

The LA CoC Board is comprised of 21 members: eight (8) service planning area (SPA) representatives (one representative seat per SPA); eight (8) system partner representatives; and five (5) at-large representatives. There is one (1) at-large representative seat available for this 2023 special selection due to a vacancy. The individual selected to fill this seat will serve the remainder of the current term, which expires in Fall of 2023. At the conclusion of the term, the Board member will be eligible to apply for an additional term if they so desire.  

Per the LA CoC Governance Charter, at least three members out of the twenty-one total shall represent persons with lived experience of homelessness (as either currently experiencing homelessness or having formerly experienced homelessness) each representing one of the three main populations in the LA County Coordinated Entry System:

  • Adults (18+)
  • Families (households with a child under age 18)
  • Youth (18-24)

The LA CoC Board does not currently have a seated representative who identifies as either a transition-age youth (TAY, ages 18-24) with lived experience of being unhoused, nor a representative with recent TAY lived experience. Therefore, the LA CoC Board has stated its preference for this seat to be filled by a person with lived experience of being unhoused as a transition-age youth and who is no older than 30 years of age.

Nomination Review:

LAHSA will review candidate applications and verify all nominations and endorsements. Confirmed nominees will be posted on the LAHSA website (see above Timeline for At-Large Nominations, Website Posting, and Selection Dates).

CoC Board Selection and Results:

The CoC Board will review candidate applications and select a new At-Large Representative during their Regular Meeting on June 14, 2023. LAHSA will notify the CoC membership of the results via listserv email and through LAHSA's website.
