The U.S. Department of Housing and Urban Development (HUD) requires that each Continuum of Care (CoC) establish a board representative of relevant organizations within the CoC’s geographic area to act on its behalf in carrying out the responsibilities established under federal regulations. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.

The LA CoC Board is comprised of 21 members: eight (8) service planning area (SPA) representatives (one representative seat per SPA), eight (8) system partner representatives, and five (5) at-large representatives. There are four (4) SPA representative seat vacancies for this general election – one vacancy in each of the following SPAs:

The new SPA representative members may represent one or more constituent groups, including but not limited to the following:

  • Providers of housing and services for persons experiencing a housing crisis (services may include case managemnet, housing location assistance, supports in increasing income, applying for public benefits, etc.)
  • Individuals, youth, and families with lived experience
  • Non‐profit organizations representing veterans and individuals with disabilities
  • Victim service providers, providing specialized services and advocacy to persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, and human trafficking
