The Time-Limited subsidy programs within LAHSA’s Permanent Housing Department include Time-Limited Subisidy (TLS), formerly known in our community as Rapid Re-Housing, and Shallow Subsidy/Street to Subsidy. These programs help households experiencing homelessness access permanent housing quickly, with financial and supportive assistance provided for a defined and time-limited period that varies by program.
Our TLS and Shallow Subsidy programs are a critical component of the Los Angeles Continuum of Care’s permanent housing portfolio. Rooted in Housing First, all programs serve participants regardless of housing barriers and consistently apply trauma-informed and harm-reduction approaches. These programs support individuals and families who do not require the deeper, long-term services offered through other permanent housing interventions such as Permanent Supportive Housing (PSH).
