January 14, 2021: The Department of Housing and Urban Development (HUD) has canceled the CoC Program NOFA competition for the 2020 year. All grants included on the LA CoC’s Fiscal Year (FY) 2020 Grant Inventory Worksheet (GIW) and expiring in 2021 will be automatically renewed for one 12-month period, with Fair Market Rent (FMR) adjustments as applicable. The cancellation of the competition will allow communities to continue focusing on efforts to mitigate the effects of COVID-19 on the homeless population.
At this time, HUD has not yet announced how the renewal process will occur, but LAHSA will share information with the continuum as soon as it becomes available. Information regarding the process will be updated here.
In the meantime, HUD has allowed recipients to temporarily amend their FY 2019 grants to accommodate for necessary changes to respond to COVID-19 (e.g., adjust budget line items, add eligible HUD categories, etc.). Subrecipients who are interested in making changes to their budget should work with their respective HUD CoC Program recipient and grant administrator to process an amendment by using HUD’s expedited COVID-19 Grant Agreement Amendment process.
