Los Angeles, CA (August 1, 2019)—A partnership with the Los Angeles Unified School District (LAUSD), the Housing Authority of the City of Los Angeles (HACLA), LA Family Housing (LAFH), and LAHSA has been developed to implement a holistic approach to addressing the needs of students and families experiencing housing instability and homelessness within SPA 2. 

Target Area

The pilot project has been centered around the high number of students experiencing homelessness at Telfair Elementary, which identified that 24% (or 182 families) were experiencing housing instability.


The primary goals of the partnership are to support the learning and academic achievement of students and their families experiencing homelessness by:

  • Creating housing stability to promote and strengthen their academic plan
  • Limiting the number of school transfers and reducing low attendance rates
  • Bridging connections to community resources to aid families in meeting their household needs

Housing & Support

The partnership will provide 50 Section 8 Housing Choice Vouchers (HCV) program rental subsidies to eligible LA Unified students’ families. Additional services will include care coordination, educational advocacy, housing navigation, and post-housing support to ensure that families maintain stability and permanent housing. 


Families who are experiencing homelessness or who are at imminent risk of being homelessness will be referred to the SPA 2 for screening and assessments to help identify appropriate housing and resources including HACLA and other housing vouchers.

Next Steps

If this program proves to be successful, funding and resources for the expansion of services will be sought to serve the 17,494 homeless students in the district. Statewide there are more than 200,000 students in need of housing stability, which could benefit from this model

The Los Angeles Homeless Services Authority is a joint powers authority of the city and county of Los Angeles, created in 1993 to address the problem of homelessness in Los Angeles County. LAHSA is the lead agency in the HUD-funded Los Angeles Continuum of Care, and coordinates and manages $400 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
