Request for Training Provider Qualifications - Centralized Training Academy

Through this solicitation, LAHSA is seeking to strengthen the Coordinated Entry System (CES) through the provision of training and technical assistance (TA) for community-based organizations to support the implementation of County of Los Angeles Homeless Initiative Strategy E7. This solicitation will create a list (“Academy”) of certified training vendors who are pre-qualified to support the professional development of the homeless services industry through training. No funding is awarded through this Request for Training Provider Qualifications.

 

2019 Safe Parking Program RFP

  • Release Date: April 26, 2019

  • Submission Deadline: May 31, 2019 at 2 p.m.

Through this procurement, LAHSA seeks to fund Safe Parking services for all populations who are experiencing homelessness within Los Angeles County. The Safe Parking Program’s primary goal is to provide families or individuals who dwell in their vehicles with a safe and legal place to park and sleep at night and ensure participant linkage and access to supportive services and other resources via the Coordinated Entry System (CES).

 

2019 Navigation Centers RFP

Through this procurement, LAHSA is seeking to fund operations for two Navigation Centers in the city of Los Angeles (Council District 2 and Council District 15). A Navigation Center is a multi-service facility aimed at providing services to improve the quality of life for those still living on the street by offering a place to store their property, utilize sanitary services, and connect to service providers. The centers will be no-barrier, public facilities. All services provided will be free of charge.

 

2019 CoC Program New Projects RFP

  • Anticipated RFP Release Date: Spring/Summer 2019

The U.S. Department of Housing & Urban Development (HUD) recently announced its intention to release the FY19 Continuum of Care (CoC) Program Notice of Funding Availability (NOFA) in May 2019. Each year, LAHSA, as the HUD-designated collaborative applicant for the Los Angeles CoC (LA CoC), coordinates the local RFP for new and/or expanded CoC projects (“CoC Program New Projects RFP”). Projects recommended for funding under the RFP by the LAHSA Commission become part of the LA CoC’s Consolidated Application to HUD.

The CoC Program New Projects RFP consists of funding from CoC bonus funding (“standard bonus”) made available by HUD, as well as funds reallocated from projects by the LA CoC. Last year, for the first time, the RFP also included a domestic violence bonus (“DV bonus”) funds specially appropriated by the U.S. Congress. For the FY19 competition, Congress has again appropriated $50 million for a DV bonus. Eligibility for the DV bonus will not be known until HUD releases the FY19 NOFA.
