Bridge Housing for Women RFP – Strategy E8 – $2.5m/annual 

This RFP was released on October 19, 2017. The Mandatory Proposers’ Conference webinar was held on October 26, 2017 at 10:30am.  The submission deadline was November 30, 2017 by 2:00pm.  The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to fund 115 Bridge Housing beds for homeless female individuals (female individuals aged 18 and over) in the County of Los Angeles. The rate for service is $60/bed. The geographic area is all SPAs in LA County.

 

Legal Services RFP – Strategies A1, A5 and E7 – $4.7m/annual

This RFP was released on October 19, 2017. The Mandatory Proposers’ Conference webinar was held on November 3, 2017 at 10:00am.  The submission deadline was November 16, 2017 by 2:00pm. The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to fund legal services for homeless prevention programs for individuals, families, and youth. Legal Services would provide support with eviction prevention, landlord dispute resolution, credit resolution advocacy, legal record expungement and other legal services that relate to housing stabilization Additionally, LAHSA is seeking to fund legal services for homeless individuals and youth through this procurement. Legal services will assist participants in resolving legal barriers that impact obtaining housing, income, and employment. The geographic area is all SPAs in LA County.

 

Youth Family Reconnection RFP – Strategy E14 – $1.75m/annual

This RFP was released on October 19, 2017. The Mandatory Proposers’ Conference webinar was held on November 2, 2017 at 10:00am.  The submission deadline was November 21, 2017 by 2:00pm. The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to fund reunification services for homeless Transition-Aged Youth in the County of Los Angeles with family. The goal of Youth Family Reconnection Program (“Family Reconnection”) is to assist Transition Age Youth (TAY) with reconnecting with family and/or building/strengthening positive & healthy relationships with adults. The geographic area is all SPAs in LA County.

 

Operation Healthy Streets RFP – City General Funds – $770,730/annual

This RFP was released on October 19, 2017. The Mandatory Proposers’ Conference webinar was held on October 24, 2017 at 10:00am. The submission deadline was November 16, 2017 by 2:00pm. The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to fund hygiene services for homeless and general populations in the Skid Row area of the City of Los Angeles.

 

Centralized Training Academy RFB – Strategy E7

This RFB was released on November 17, 2017. The submission deadline is December 20, 2017 by 2:00pm. The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to strengthen the Coordinated Entry System (CES) through the provision of training and technical assistance (TA) for community-based organizations. For the Centralized Training Academy RFB, this procurement is seeking vendors who can provide trainings to agencies on best practices for programs.

 

Capacity Building/Technical Assistance RFB – Strategy E7

This RFB was released on November 17, 2017. The submission deadline is December 20, 2017 by 2:00pm. The contract start date is March 1, 2018.

Through this procurement, LAHSA is seeking to fund Technical Assistance in capacity building for CES agencies. For the Capacity Building and Technical Assistance RFB, this procurement is seeking vendors who can provide capacity building TA to existing and new CES lead agencies. TA will be provided in the following areas: Financial Management, Contract/Grant Management, working with partners and subcontractors, internal controls, communications and additional capacity building areas.

 

Capital Costs RFP – Strategy E8

This RFP is scheduled for release in December 2017.

Through this procurement, LAHSA is seeking to fund the creation of new crisis/bridge housing beds. The geographic area is all SPAs in Los Angeles County with a focus on areas with the greatest need.

 

Shallow Subsidy RRH RFP – Strategy B3 – $3.9 million/annual

This RFP is scheduled for release on February 15, 2018.

Through this procurement, LAHSA is seeking to fund shallow subsidy programs that will support extremely low-income residents who have previously utilized rapid re-rehousing assistance but remain severely rent burdened. Participants will receive a shallow, flat subsidy that varies by household and bedroom size for up to 5 years or until a sustainable housing option or increase in income is established.

 

Housing Location RFP – Strategy E7 – $2 million/annual

This RFP is scheduled for release on February 15, 2018.

Through this procurement, LAHSA is seeking to fund Housing Locators to develop relationships with property owners/managers and increase those landlords willing to rent to program participants and help improve the utilization rate of tenant based vouchers as well as reduce the time it takes for participants to locate new housing and sign a lease.

 

Representative Payee RFP – Strategy E7 – $650,000/annual

This RFP is scheduled for release on February 15, 2018.

Through this procurement, LAHSA is seeking to create a free representative payee program that persons experiencing homelessness or receiving services from a homeless assistance program can access.
