The Los Angeles Homeless Services Authority (LAHSA) has drafted a policy entitled "Equal Access in Accordance with An Individual's Gender Identity in the Los Angeles Continuum of Care." This policy requires that programs, shelters, other buildings and facilities, benefits, services, and accomodations funded by LAHSA provide access to their resources and programs to individuals in accordance with the individual's gender identity (i.e. a person's inner sense of being male, female, or any other non-binary gender). It is meant to ensure the provision of welcoming, non-discriminatory environments for all individuals experiencing homelessness in the LA CoC.

At present, programs funded through the U.S. Department of Housing and Urban Development (HUD)'s Office of Community Planning and Development are required to comply with the HUD rule titled "Equal Access in Accordance with an Individual's Gender Identity in Community Planning and Development Programs." LAHSA's new policy would extend requirements around equal access to projects operating in the CoC that receive LAHSA funding in whole or in part.
