This morning, the LAHSA Commission voted not to submit an application to continue its Continuum of Care (CoC) leadership roles under the Los Angeles CoC Board’s current RFQ process. This decision reflects the shared judgment of LAHSA’s Commission and executive leadership. It does not impact LAHSA’s current work leading the CoC and supporting the City of Los Angeles.

While we remain confident in our team’s unmatched expertise and technical readiness to continue managing these systems, our priority is the people our mission calls us to serve and the stability of the regional response to homelessness—not maintaining an agency’s position. With both the City and County preparing their own applications, competing against our founding partners would only fracture regional collaboration during an already complex time. The Ninth Circuit's ruling last week to stay Judge Carter's earlier decision in LAHSA’s lawsuit against HUD creates further uncertainty about LAHSA’s current eligibility to compete in the RFQ process.

Stepping aside now supports alignment with the direction the City and County are heading with their applications and focuses public resources where they belong: on the people who depend on the rehousing system every day. As the City and County put themselves forward to take on these responsibilities, it is incumbent upon them to ensure continuity of care and deliver the operational results our unhoused neighbors urgently need. LAHSA will continue to fulfill its ongoing responsibilities to the CoC until those duties transition to a new entity or entities. LAHSA also has agreements with the City of Los Angeles to manage extensive programs and contracts through the end of this fiscal year on June 30, 2027.  Our workforce remains focused on fulfilling our commitments and supporting unhoused Angelenos.
