The City of Los Angeles is gearing up for a major expansion of its Time‑Limited Subsidy (TLS) Program—an initiative approved by the Los Angeles City Council—and LAHSA is now moving into full implementation mode. At its February 27 meeting, the LAHSA Commission approved the results of a competitive bidding process that will determine which service providers will help deliver the redesigned program across the city.
The new TLS model brings 2,000 additional slots online and strengthens the support offered to people experiencing homelessness. In addition to short‑term rental help, participants will receive more intensive case management, stronger employment and income‑building services, and quicker pathways to rent‑reasonable units. The goal: help households stabilize, build income, and transition to long‑term housing independence.
LAHSA conducted a competitive RFP earlier this year to select providers for the City’s expanded TLS program, attracting strong interest with 39 proposals submitted. After a multi‑step review process, 23 proposals met the quality threshold and were recommended for funding, offering a balanced mix of experience, capacity, and geographic reach; the Commission approved the recommendations, pausing one pending an outstanding audit. Commissioners also reviewed applicant appeals, ultimately adopting staff recommendations while directing additional review of one appeal.
With approvals in place, TLS providers will begin ramping up services this spring. Agencies with existing TLS infrastructure will launch first to accelerate early implementation, with others phasing in over the next several months as capacity grows alongside the City’s housing placement goals.
At its heart, the redesigned TLS program pairs rental subsidies with hands‑on support—benefits enrollment, job connections, housing navigation, and stabilization services—to help participants secure and sustain permanent housing. LAHSA will continue coordinating closely with service providers, community partners, and City agencies to ensure a smooth rollout and get these expanded resources to Angelenos as quickly as possible.
