The Los Angeles Homeless Services Authority (LAHSA)’s Winter Shelter Program for the 2025-26 season opened Saturday, November 1. The life-saving program currently offers 335 seasonal beds. The program ends on March 31, 2026. 

The County of Los Angeles and the City of Los Angeles provide funding to LAHSA, in its capacity as the leader of the Los Angeles Continuum of Care, to administer the Winter Shelter Program. LAHSA contracts with non-profit service providers to operate the temporary emergency shelters. The Winter Shelter Program offers two components to help people experiencing unsheltered homelessness escape winter weather: the seasonal Winter Shelter Program and the Emergency Response Program. 

“Los Angeles is not immune to the dangers presented by wet winter weather,” said LAHSA interim CEO Gita O’Neill. “LAHSA mobilizes its annual Winter Shelter Program to provide vital refuge for people experiencing homelessness. These warm, dry beds save Angelenos’ lives.” 

The Winter Shelter Program opened Nov. 1, 2025, and runs through Mar. 31, 2026. Seasonal Winter Shelter sites are open continuously during this period for 12-24 hours a day, seven days a week.  Each site will provide three meals a day, supportive services, and welcome pets and emotional support animals.

During severe cold or rain, the City and County of Los Angeles may activate the Emergency Response Program to expand capacity and bring people indoors. Visit the Emergency Response webpage for activation criteria, activation periods, and shelter locations.  

In addition to the beds offered as part of the seasonal Winter Shelter Program, the Emergency Response Program offers temporary motel vouchers to help people come safely inside during severe weather events.  

Launched in spring 2024, LAHSA’s Emergency Response Program was built on the success of the Augmented Winter Shelter Program. The program is designed to deploy resources to bring people inside as quickly as possible in the event of local emergencies and conditions that pose a threat to people who live outside, including excessive heat, cold and rain, fires, landslides, mudslides, and more. In addition, the Emergency Response Program provides LAHSA with the flexibility to bring people inside during severe weather in communities without a Winter Shelter Program site. The Emergency Response Program may be activated only in specific parts of the City and/or County or be applied regionwide, depending on the nature of the weather event.
