Domestic Violence System Alignment focuses on aligning initiatives and resources between a network of victim service providers and the coordinated entry system to reduce homelessness amongst the population experiencing domestic violence, human trafficking, sexual assault, and stalking.
This department aims to resolve systemic gaps that impact survivors who are experiencing homelessness and housing instability in LA County.
The DV System Alignment works in collaboration with the Interim Housing and Permanent Housing departments to coordinate adequate and appropriate services for the DV portfolio.

Category 4 HUD Homeless Definition:
any individual or family who:
(1) is experiencing trauma or a lack of safety related to, or fleeing or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or other dangerous, traumatic, or life-threatening conditions related to the violence against the individual or a family member in the individual's or family's current housing situation, including where the health and safety of children are jeopardized.
(2) has no other safe residence; and
(3) lacks the resources to obtain other safe permanent housing.

- Note: Survivors can be referred to TLS a variety of ways, including external partners, interagency referrals, and a survivor self-referring. To ease the referral process, LAHSA created a universal DV/IPV TLS referral form that anyone can use to refer a survivor to DV/IPV TLS Programs

- Comparable database: this case management software allows LAHSA-funded Victim Service Providers to enter client-level data in their own environment. No other agencies or institutions has access to Personal Identifiable Information (PII). The system pulls the data, monthly, and de-identified the information which is eventually sent to the data warehouse in the aggregate form.

Non-HMIS Portal: due to VAWA prohibitions, Victim Service Providers (VSP) cannot share victims/survivors personal identifiable information into a shared database. The Non-HMIS portal is a pathway for VSPs to refer a victim/survivor to Permanent Supportive Housing (PSH) while being compliant with VAWA.
