Domestic Violence System Alignment focuses on aligning initiatives and resources between a network of victim service providers and the coordinated entry system to reduce homelessness amongst the population experiencing domestic violence, human trafficking, sexual assault, and stalking.
This department aims to resolve systemic gaps that impact survivors who are experiencing homelessness and housing instability in LA County.
The DV System Alignment works in collaboration with the Interim Housing and Permanent Housing departments to coordinate adequate and appropriate services for the DV portfolio.
This page is dedicated to program-related documents rather than direct client resources. It outlines the different program types, scope of required services, required documents, allowable costs, training, and more.

DV - IPV programs:
Please note that KPIs are not required for DV programs at this time. LAHSA is working on the implementation in the near future.

- SRS FY25-26 Time Limited Subsidies (TLS) All Populations

- Form
- Note: Survivors can be referred to TLS a variety of ways, including external partners, interagency referrals, and a survivor self-referring. To ease the referral process, LAHSA created a universal DV/IPV TLS referral form that anyone can use to refer a survivor to DV/IPV TLS Programs
- Required documents:
- Reporting Monthly Roster:
- Joint Component Transitional Housing/Rapid ReHousing TH/RRH
- Funding source: HUD CoC
- SRS FY24-25 DV/IPV TH/RRH Joint Component
-
Please be advised p. 35-37 includes a list of eligible costs, several of which are erroneously listed and are not actually eligible for these programs or any CoC funded programs, specifically: Landlord Incentives, Utility Arrears, General Housing Assistance, and Essential Furnishings. Again, these are ineligible costs for CoC funded programs; keep in mind, if you have VAWA as a budget line item, in certain conditions, utility arrears may be eligible under this line item.
-
Additional information: for CoC funded programs, Tenant screening reports should be eligible under housing search and counseling. Reunification depends on the activities. Counseling and transportation are eligible and can be used to assist with reunification. Some providers provide support with food to support reunification. So, it depends on the activities you need to fund for reunification.
- Required documents:
- Reporting Monthly Roster
- For IH: provided by IH Coordinator
- for TLS (RRH):
Allowable Costs for DV HN & DV TLS:
This list only reflects costs eligible for financial assistance under the HN and TLS programs. In accordance with SRS and Program Guidance, staff are still required to collaboratively refer and connect participants to all relevant community resources and supportive services.

Platforms:
- Comparable database: this case management software allows LAHSA-funded Victim Service Providers to enter client-level data in their own environment. No other agencies or institutions has access to Personal Identifiable Information (PII). The system pulls the data, monthly, and de-identified the information which is eventually sent to the data warehouse in the aggregate form.
-
Non-HMIS Portal: due to VAWA prohibitions, Victim Service Providers (VSP) cannot share victims/survivors personal identifiable information into a shared database. The Non-HMIS portal is a pathway for VSPs to refer a victim/survivor to Permanent Supportive Housing (PSH) while being compliant with VAWA.
