The U.S. Department of Housing and Urban Development’s (HUD) mandates that Continuums of Care (CoC) document standard policies and procedures for their Coordinated Entry System (CES). As a response, the Los Angeles Continuum of Care designated the LA County CES Policy Council as the policy oversight entity that advises the Los Angeles Homeless Services Authority (LAHSA) Commission and LAHSA on policies, guidance, and procedures for the LA County CES as outlined in the LA CoC Governance Charter and within the CES Policy Council Bylaws. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.
The Policy Council is comprised of 25 members, representing a balance of elected and appointed stakeholders across the homeless services system:

Six (6) elected members from the community of homeless services providers.

Four (4) ex-officio members appointed from each of the Continuums of Care in Los Angeles County (Pasadena, Glendale, Long Beach, and Los Angeles).

Nine (9) ex-officio system partner members appointed by relevant public entities.

Six (6) ex-officio members representing additional system partners, elected or appointed by their respective community bodies.

This includes one (1) seat designated for a member of the LAHSA Lived Experience Advisory Board (LEAB) and one (1) seat for a member of the Homeless Youth Forum of Los Angeles (HYFLA).
For the 2025 LA CES Policy Council Non-CES Lead Representative (#3) selection process, the LA CES Policy Council is interested in candidates who represent one or more constituent groups, including but not limited to the following:

Housing and service provider

Population-specific organization (e.g., veterans, disabilities, seniors, LGBTQIA+, AI/AN, culturally specific groups

Victim service providers, providing specialized services and advocacy to people fleeing or attempting flee domestic violence, dating violence, sexual assault, stalking, and human trafficking

Health or behavioral health provider

Education or youth-focus stakeholder

Workforce or employment organization
-
Faith-based or community organization
-
Legal or advocacy organization

Nomination Review:

LA CES Policy Council Selection and Results:
The LA CES Policy Council will review candidate applications and select its third Non-CES Lead Representative during its Regular Meeting on December 4th, 2025. LAHSA will notify CES Policy Council Members and the CoC membership of the results via listserv email and through LAHSA's website.
