2025 LA CES Policy Council Non-CES Lead Rep # 3 Nomination Process

The U.S. Department of Housing and Urban Development’s (HUD) mandates that Continuums of Care (CoC) document standard policies and procedures for their Coordinated Entry System (CES). As a response, the Los Angeles Continuum of Care designated the LA County CES Policy Council as the policy oversight entity that advises the Los Angeles Homeless Services Authority (LAHSA) Commission and LAHSA on policies, guidance, and procedures for the LA County CES as outlined in the LA CoC Governance Charter and within the CES Policy Council Bylaws. As the designated lead agency for the Los Angeles Continuum of Care (LA CoC), the Los Angeles Homeless Services Authority (LAHSA) leads the administration of the election and selection process following guidelines set forth in the LA CoC Governance Charter.

The Policy Council is comprised of 25 members, representing a balance of elected and appointed stakeholders across the homeless services system:

• Six (6) elected members from the community of homeless services providers.

• Four (4) ex-officio members appointed from each of the Continuums of Care in Los Angeles County (Pasadena, Glendale, Long Beach, and Los Angeles).

• Nine (9) ex-officio system partner members appointed by relevant public entities.

• Six (6) ex-officio members representing additional system partners, elected or appointed by their respective community bodies.

• This includes one (1) seat designated for a member of the LAHSA Lived Experience Advisory Board (LEAB) and one (1) seat for a member of the Homeless Youth Forum of Los Angeles (HYFLA).

For the 2025 LA CES Policy Council Non-CES Lead Representative (#3) selection process, the LA CES Policy Council is interested in candidates who represent one or more constituent groups, including but not limited to the following:

• Housing and service provider

• Population-specific organization (e.g., veterans, disabilities, seniors, LGBTQIA+, AI/AN, culturally specific groups

• Victim service providers, providing specialized services and advocacy to people fleeing or attempting flee domestic violence, dating violence, sexual assault, stalking, and human trafficking 

• Health or behavioral health provider

• Education or youth-focus stakeholder

• Workforce or employment organization

• Faith-based or community organization

• Legal or advocacy organization

Note: The Non-CES Lead Representative (#3) election will fill the currently vacant seat for the remainder of the term. This term is set to conclude in September 2027.

Interested individuals should submit the Nomination Form, Candidate’s Statement, and relevant attachments to LAHSA via email at CESPC@lahsa.org no later than 12 p.m. on Friday, October 17th, 2025 :

Nomination Review:

LAHSA will review candidate applications and verify all nominations and endorsements. Confirmed nominees will be posted on the LAHSA website (see above Timeline for Non-CES Lead Representative (#3) Nominations, Website Posting, and Selection Dates).

LA CES Policy Council Selection and Results:

The LA CES Policy Council will review candidate applications and select its third Non-CES Lead Representative during its Regular Meeting on December 4th, 2025. LAHSA will notify CES Policy Council Members and the CoC membership of the results via listserv email and through LAHSA's website.

Pursuant to the LA CES Policy Council bylaws, the LA CES Policy Council selects candidates for vacant Non-CES Lead Representative seats. The Council will vote to select the third Non-CES Lead Representative from the candidates listed above at the December 2025 LA CES Policy Council meeting scheduled for Thursday, December 4, 2025, at 9:30 AM.  

Non-CES Lead Representative Selection results 

On Thursday, December 4, 2025, the Coordinated Entry System (CES) Policy Council voted to select one (1) Non-CES Lead Representatives to serve on the Council.
