The U.S. Department of Housing and Urban Development (HUD) manages the Continuum of Care (CoC) Program funding process by releasing a Notice of Funding Opportunity (NOFO) when funding is available. Through this competitive process, CoCs across the country apply for federal funds to support housing and services for people experiencing homelessness. The Los Angeles CoC evaluates local projects, ranks applications based on HUD and community priorities, and submits a consolidated application for funding consideration.

UPDATE: Although Congress authorized a two-year CoC Program NOFO in FY 2024, HUD issued a NOFO for the FY 2025 CoC Program Competition on November 13, 2025, but later withdrew the NOFO on December 8, 2025 just prior to a hearing on the legal challenges filed against HUD that led to a preliminary injunction. On December 19, 2025, HUD reissued the NOFO with significant changes for “public review,” stating that HUD cannot implement or enforce the reissued NOFO until further court order. On December 23, 2025, a federal judge issued a written preliminary injunction requiring HUD to process eligible renewal projects for FY 2025 under the FY 2024–2025 NOFO rules. However, the court made clear that this order does not require HUD to award or obligate funds yet. Due to significant ambiguity regarding the timing and outcome of ongoing court proceedings, the Los Angeles Homeless Services Authority (LAHSA) paused its local FY 2025 CoC NOFO application timeline, as many other CoCs did.

On February 3, 2026, the Consolidated Appropriations Act of 2026 (H.R. 7148) was signed into law. The bill requires HUD to immediately non-competitively renew all projects expiring in quarter one (January through March) of 2026 for a 12-month period. If HUD does not make awards by April 1, HUD must non-competitively renew all projects expiring in quarter two (April through June) of 2026 for a 12-month period. If HUD does not make awards by July 1, HUD must non-competitively renew all projects expiring in quarters three and four (July through December) of 2026 for a 12-month period. The ongoing court case against HUD's FY 2025 NOFO coupled with the appropriations bill is expected to impact renewals for quarters two, three, and four (April through December) of 2026. LAHSA will continue to closely monitor this situation and will share additional updates on timing as circumstances warrant.

FY 2025 GRANT INVENTORY WORKSHEET (GIW)

The Grant Inventory Worksheet (GIW) is a tool used by HUD to document all projects within a CoC that are eligible for renewal in a given funding cycle. The GIW lists each project’s grant number, operating year, and Annual Renewal Amount (ARA), which HUD uses to calculate the CoC’s total renewal funding amount for the year.
