The LA CoC Shelter/Housing Inventory Count (HIC) is a point-in-time (PIT) inventory of service projects within the Los Angeles Continuum of Care (LA CoC). HIC records how many beds and units are dedicated to serving people experiencing homelessness (e.g., emergency shelter, transitional housing, and safe haven) or people who have experienced homelessness and are now in permanent housing.
The HIC includes all participants who are served by the project on or before the night of the Street Count for the SPA where the project operates. Below are the dates for the 2019 Street Count by SPA.
- Tuesday, January 22, 2019: SPA 2 (San Fernando Valley, SPA 3 (San Gabriel Valley)
- Wednesday, January 23, 2019: SPA 5 (West Los Angeles), SPA 7 (East Los Angeles County), SPA 8 (South Bay/Harbor)
- Thursday, January 24, 2019: SPA 1 (Antelope Valley), SPA 4 (Metro Los Angeles), SPA 6 (South Los Angeles)
Programs or projects operating in the LA CoC will verify in the Shelter Count/HIC web Form in MyOrg information regarding funding source(s), population served of each household (i.e., families, individuals, veterans, youth, chronically homeless) at each project site, as well as other pertinent data. The data provided by the HIC is used by the Department of Housing and Urban Development (HUD) and the LA CoC to evaluate shelter and housing capacity of the LA CoC’s homeless crisis response system. You can find more detailed information by clicking on the Shelter/Housing Inventory Count Fact Sheet.

Things to keep in mind
- The data collection period for the Shelter/Housing Inventory Count runs from February 1 to February 22, 2019
HIC data collection for LAHSA occurs after the Street Count to ensure sufficient time for you to collect the necessary information that you need to complete the LA CoC Shelter Count/HIC web form in MyOrg (available on LAHSA’s website).
If you are an HMIS-participating provider, make sure HMIS is up-to-date with the people you served that night of your SPA’s Street Count.
If you are a non-HMIS participating provider, you will be able to add your point-in-time data on the LA CoC Shelter Count/HIC Form.
Any HIC data LAHSA has available will be displayed on the LA CoC Shelter Count/HIC web form in MyOrg for you to verify. There is no need to re-enter data into the form. Any issues you find when reviewing the data should be addressed through the comment boxes on the form.
