Purpose of LACoC Quarterly Community Meetings

Since its inception in 1993, the Los Angeles Homeless Services Authority (LAHSA) has been holding Continuum of Care meetings in all eight (8) Service Planning Areas (SPAs) and distinct communities across the Los Angeles Continuum of Care (LA CoC).

The purpose of these meetings is to provide communities with important updates on legislation and regulations requirements, program funding, grant opportunities, performance measurement, and other subjects of interest to communities. These meetings are an excellent opportunity for service providers and other stakeholders in the community to learn about new opportunities and share insights and information.

LAHSA strongly encourages interested parties to attend a meeting in their area.

2013 Community Meetings Schedule

LAHSA will be conducting meetings in each Service Planning Area (SPA) once each quarter of the calendar year. A detailed calendar of meetings is attached.

The timeframe for the meetings by quarter is as follows:

  • Quarter 1: May 13 - May 30, 2013
  • Quarter 2: July 29 - August 16, 2013
  • Quarter 3: October 28 - November 15, 2013
  • Quarter 4: February 24 - March 31, 2014

At each meeting LAHSA will provide a number of important updates and items of interest to service providers and interested community members within the LACoC. LAHSA seeks to engage the community on these items and solicit comments, questions and concerns from participants.

Background Information for Discussion at Community Meetings

HEARTH Act Regulations and a New Model for Response

This year, U.S. Congress enacted new regulations governing the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act. The HEARTH Act, which was enacted in 2009 to focus on homelessness prevention, re-housing, housing consolidation also reauthorizes the McKinney-Vento Homeless Assistance Programs of 1987.

In response to these new regulations, LAHSA will be leading an effort to rapidly move homeless individuals and families into housing, while providing the most effective assistance and services needed to keep them stably housed.

LAHSA will work closely with housing and homeless service providers, elected officials, businesses, veteran groups, homeless coalitions, community groups and residents, and other key stakeholders in each SPA and community. The goal is to shift from a linear model (moving someone from an access center, to emergency shelter, to transitional housing, then to permanent housing) to a “Crisis Response System.”

To support our efforts around the Crisis Response System, the 2013 quarterly CoC meetings will focus on establishing place-based or location-specific plans for each SPA/community that will result in action steps necessary to solving homelessness within their particular geographic area.

The meetings will also focus on the HEARTH Act regulation requirements in general and specifically on community participation.

Community Planning Guiding Principles

LAHSA is committed to assisting local homeless coalitions and planning groups within each SPA. And a key part of that is providing them with the support and planning tools needed to bring about successful outcomes, such as stably housing homeless people in their own communities.

LAHSA will work with each SPA/community to create a Community Planning Toolkit to use as a guide for creating the most effective, place-based homelessness intervention plans. The toolkits will include clear goals, objectives, measurable outcomes and timelines.

The core community guiding principles for these quarterly meetings will be: ensuring inclusiveness and diversity; using interactive and facilitative approaches; building collaborative capacity; expanding knowledge and skill sets; creating ownership and accountability; and soliciting feedback regularly.
