Committees
LAHSA Committees handle specific issue tasks and make recommendations to the full Commission.
Each commissioner serves on a LAHSA Commission Committee. Committees may also have non-commission
members who participate in discussions, but do not vote on recommendations. Committees make
recommendations to the full commission on key funding and policy issues.

Commission
LAHSA is governed by a politically appointed,
10-member Commission. The LAHSA Commission has the authority to make budgetary, funding, planning
and program policies. The Commission regularly meets every 4th Friday of the month at 9:00 am
(except November and December - meets the 3rd Friday). |
Programs, Planning & Policy
The Programs, Planning and Policy
Committee reviews program design and policies, approves processes soliciting proposals, and
makes contract recommendations resulting from competitive solicitation processes to the
Commission. The Committee also discusses planning issues and processes, the 10-Year
Plan to End Homelessness, the Homeless Management Information System and makes
recommendations to the Commission resulting from these discussions. The Committee
also makes policy recommendations to the Commission on legislative and policy issues
including state and federal appropriations and authorizing legislation relating to
homelessness. The committee regularly meets every 3rd Friday of the month at 9:00 am
(except November and December - meets the 2nd Friday). |
Finance, Contracts & Grants Management
The Finance, Contracts & Grants Management
(FCGM) Committee advises on contracts and grants implementation, execution, amendments and
compliance. The Committee is responsible for monitoring the financial health of the
organization by reviewing monthly financial statements and reports by the Chief Financial
Officer. The Committee reviews all financial audits and monitoring reports by LAHSA's funding
partners and oversees LAHSA responses to findings, if any. If appropriate, the Committee
recommends mid-year budget corrections to the Commission. The Committee is responsible for
overseeing the annual single audit and reporting the fiscal condition of LAHSA to the Commission.
Further, the Committee is responsible for understanding the administrative and programmatic fiscal
resource requirements of LAHSA and, if appropriate, making the Commission aware of the need for
additional resources. The committee regularly meets every 3rd Wednesday of the month at 2:00 pm
(except November and December - meets the 2nd Wednesday). |
