LAHSA releases funding announcements for Winter Shelter Program Request for Proposals (RFP).  Using Emergency Shelter Grant,

The Winter Shelter program operates from December to March.  The funds available are for the provision of shelter, food, transportation and services during the Winter Shelter program.
