LAHSA provides funding and guidance to a large network of non-profit agencies throughout Los Angeles County. These agencies are dedicated to providing assistance to homeless individuals and families as they move from homelessness to stable housing and self-sufficiency. The agencies provide shelter, housing, case management, counseling, advocacy, substance abuse programs, job training, and other specialized services.
Each year, LAHSA distributes between $45 and $60 million in public funds for homeless services. Funding is distributed through a competitive Request For Proposal (RFP) process. Each RFP follows specific grant and programmatic guidelines. LAHSA announces RFP availability and deadlines through public channels, including faxed information releases, emails, and this website. LAHSA reviews and scores proposals, and once approved by the LAHSA Commission, enters into contractual agreements with awardees who then carry out proposed services.
LAHSA has current contracts with approximately 100 agencies for more than 250 projects, under at least ten different grant programs. The majority of funding is distributed through the annual SuperNOFA (Super Notification of Funding Availability released by the US Department of Housing and Urban Development), and is used for Supportive Housing Programs, which provide permanent and transitional housing and/or supportive services to people who are homeless. The SuperNOFA also provides funding for the Shelter Plus Care (rental assistance funding for homeless people with disabilities) and SRO Moderate Rehabilitation programs (rental assistance for the development of Single Room Occupancy dwellings for homeless people).
